Canada Updates Citizenship Law for Canadians Born or Adopted Abroad

The Government of Canada is committed to making Canadian citizenship law fair, clear and reflective of how Canadian families live today, both in and outside Canada.

On December 15, 2025, new citizenship regulations came into effect in Canada, removing outdated restrictions on citizenship by descent. Under Bill C-3, individuals born before this date who were previously ineligible due to the first-generation limit or other rules can now apply for proof of Canadian citizenship. This amendment allows Canadian parents born or adopted abroad to pass citizenship to their children born or adopted outside Canada, provided they have resided in Canada for three years before the child's birth or adoption. These changes aim to better reflect the diverse ways Canadian families live today, both domestically and internationally. IRCC is responsible for implementing the new rules and processing applications accordingly without requiring new submissions from eligible individuals.
