The Canadian government has introduced new regulations to improve the oversight of immigration and citizenship consultants, aiming to protect applicants by ensuring access to reliable and ethical advice. These rules, effective July 15, 2026, will empower the College of Immigration and Citizenship Consultants to strengthen its disciplinary processes, increase penalties for misconduct, and enhance public transparency through an updated register of licensed consultants. Additional measures include clearer investigation procedures, new reporting requirements, and the establishment of a compensation fund for clients financially harmed by dishonest consultants. These changes reflect efforts to uphold professional standards and improve accountability in immigration services. IRCC manages and oversees these regulations in partnership with the College, which was created in 2021 as a self-funded body funded by licensee fees.
