Canada is advancing efforts to support labor-short rural and remote areas by accelerating permanent residency for up to 33,000 temporary workers over 2026 and 2027. These workers, who have been living and working in smaller communities for at least two years, are transitioning through programs including the Provincial Nominee Program, Atlantic Immigration Program, community and caregiver pilots, and the Agri-Food Pilot.
This initiative, announced in Budget 2025, aims to stabilize and grow local economies by granting permanent residence to workers filling critical roles in various sectors. IRCC is currently processing applications from an existing pool of eligible work permit holders, with no action required from applicants. Progress is on track, having granted 3,600 permanent residencies between January and February 2026.
While this measure complements Canada’s broader immigration targets, including reducing the proportion of temporary residents to under 5% by 2027, it specifically focuses on strengthening smaller communities through immigration policies tailored to regional labor demands.
