IRCC to Refine Express Entry Categories in 2026 to Prioritize Skilled Talent

Speaking notes for the Honourable Lena Metlege Diab, Minister of Immigration, Refugees and Citizenship: Prioritizing top talent in 2026 Express Entry Categories

Canada’s Minister of Immigration, Refugees and Citizenship, Lena Metlege Diab, outlined plans on February 18, 2026, to enhance the Express Entry system to better attract top skilled workers. The government aims to maintain current categories focusing on candidates with strong French language skills and experience in health care, trades, education, and STEM fields to support key sectors and infrastructure projects. New categories for 2026 will include researchers and senior managers with Canadian work experience, transport workers such as pilots and aircraft mechanics, and skilled military recruits with job offers from the Canadian Armed Forces. The addition of foreign medical doctors with Canadian experience as a dedicated category was also reaffirmed to improve health care access. These changes align with Canada’s broader International Talent Attraction Strategy, designed to fill labour shortages and meet economic needs while stabilizing immigration levels. IRCC emphasizes the continued collaboration with provinces and territories and ongoing efforts to streamline the process, including improvements in credential recognition. The government is committed to maintaining a predictable and efficient immigration system that supports economic growth and integrates newcomers effectively into Canadian communities. This approach aims to build confidence among employers and the public by ensuring immigration remains balanced and targeted.
