IRCC Outlines 2026 Express Entry Categories to Prioritize Skilled Talent

Speaking notes for the Honourable Lena Metlege Diab, Minister of Immigration, Refugees and Citizenship: Prioritizing top talent in 2026 Express Entry Categories

Immigration, Refugees and Citizenship Canada (IRCC) has detailed plans to enhance its Express Entry immigration system in 2026, focusing on attracting highly skilled workers to support Canada's economic growth. The system manages applications for three federal programs: Canadian Experience Class, Federal Skilled Workers, and Federal Skilled Trades. IRCC will continue inviting candidates with strong French language skills and those experienced in healthcare, social services, trades, and STEM fields, reflecting ongoing labour market demands. New Express Entry categories will also be introduced, targeting researchers, senior managers with Canadian work experience, and professionals in transportation roles such as pilots and aircraft mechanics. Additionally, a new pathway is established for skilled foreign military recruits with job offers from the Canadian Armed Forces, aiming to bolster national defence capabilities. A separate dedicated category for foreign medical doctors with Canadian experience will provide clear routes to permanent residency, supporting access to healthcare. These measures form part of IRCC's broader International Talent Attraction Strategy. The department is committed to maintaining a predictable, stable immigration system that meets labour shortages while balancing population growth. Continuing cooperation with provinces and stakeholders aims to refine candidate selection and credential recognition to ease newcomer integration. The government plans to welcome over 30,000 francophone immigrants annually for the next three years, working toward 12% francophone immigration outside Quebec by 2029. This ongoing effort underscores Canada's priority to recruit skilled workers who contribute to both economic vitality and community development.
