Immigration, Refugees and Citizenship Canada (IRCC) confirmed that Canada exceeded its 2025 goal for Francophone immigration outside Quebec, admitting about 8.9% French-speaking permanent residents versus the 8.5% target. This marks the fourth consecutive year of surpassing the government's set objectives. To further support Francophone communities and address labor shortages, the 2026–2028 Immigration Levels Plan will increase targets annually, aiming for 12% by 2029.
Starting in 2026, Canada will reserve 5,000 federal selection spots specifically for provinces and territories to nominate French-speaking immigrants, supplementing Provincial Nominee Program allocations. IRCC continues to promote Francophone immigration through programs such as the French-language category in Express Entry, the Francophone Mobility program, and the Welcoming Francophone Communities initiative. These efforts are part of a broader strategy to strengthen the demographic presence and economic contribution of Francophone and Acadian minority communities across the country.
