Immigration, Refugees and Citizenship Canada (IRCC) announced that Canada exceeded its 2025 goal for admitting French-speaking permanent residents outside Quebec, achieving about 8.9% of total admissions in this category. This marks the fourth consecutive year Canada has surpassed its Francophone immigration targets, supported by collaboration with provinces, territories, and community groups.
The 2026–2028 Immigration Levels Plan aims to further increase these targets, rising from 9% in 2026 to 10.5% in 2028. In 2026, an additional 5,000 federal selection spots will be dedicated to provinces and territories to nominate French-speaking immigrants, supplementing the Provincial Nominee Program and addressing labour shortages in Francophone and bilingual workers.
IRCC highlighted that programs like Express Entry, including its French-language proficiency category, along with the Francophone Mobility program and the Welcoming Francophone Communities initiative, are key to strengthening Francophone minority communities outside Quebec. These efforts align with the government’s priorities to attract skilled immigrants and support economic growth while enhancing the vitality of Canada’s French-speaking communities.
