Canada Surpasses 2025 Francophone Immigration Target, Plans New Express Entry Measures

Francophone and Acadian minority communities outside Quebec contribute to the economy, culture and vitality of the French language in Canada. Francophone immigration remains essential and aims to address labour needs and to support communities across the country.

Immigration, Refugees and Citizenship Canada (IRCC) has announced that Canada exceeded its 2025 goal for Francophone immigration outside Quebec by admitting 8.9% French-speaking permanent residents, surpassing the target of 8.5%. This marks the fourth consecutive year of exceeding targets aimed at supporting Francophone and Acadian communities across the country. To further strengthen Francophone immigration, the 2026–2028 Immigration Levels Plan includes increasing annual targets up to 10.5% by 2028. Starting 2026, the federal government will reserve 5,000 additional spots in federal selection programs to provinces and territories for French-speaking immigrants, beyond the existing Provincial Nominee Program limits. Several initiatives, including the French-language proficiency category in the Express Entry system and the Francophone Mobility program, are key tools to attract skilled Francophone and bilingual workers. These efforts align with government priorities to grow the economy and address labour shortages in minority Francophone communities. Express Entry remains a central platform for skilled immigration in Canada, facilitating applications under key economic programs and some provincial nominations. IRCC continues to collaborate closely with provincial partners and community groups to support Francophone newcomers and promote the French language nationwide.
