Canada Surpasses 2025 Francophone Immigration Target and Boosts Express Entry Measures

Francophone and Acadian minority communities outside Quebec contribute to the economy, culture and vitality of the French language in Canada. Francophone immigration remains essential and aims to address labour needs and to support communities across the country.

Immigration, Refugees and Citizenship Canada (IRCC) announced that it exceeded its 2025 goal for admissions of French-speaking permanent residents outside Quebec, reaching about 8.9%. This marks the fourth consecutive year the target has been surpassed, highlighting successful collaboration with provinces, territories, and community groups. To further support Francophone immigration, the 2026–2028 Immigration Levels Plan includes reserving 5,000 federal selection spaces annually for French-speaking immigrants designated by provinces and territories. This is in addition to the existing Provincial Nominee Program allocations and aims to address labor shortages by attracting skilled talent. IRCC continues efforts to grow Francophone communities through programs like the French-language proficiency category in Express Entry and the Francophone Mobility initiative. The department plans to raise targets to 9% in 2026, 9.5% in 2027, and 10.5% in 2028, moving toward the goal of 12% by 2029. Express Entry remains a key pathway for skilled immigrants under federal programs, including the Federal Skilled Worker Program and Canadian Experience Class, playing a central role in increasing Francophone immigration outside Quebec.
