Canada Surpasses 2025 Francophone Immigration Goal, Plans Further Increases

Francophone and Acadian minority communities outside Quebec contribute to the economy, culture and vitality of the French language in Canada. Francophone immigration remains essential and aims to address labour needs and to support communities across the country.

Immigration, Refugees and Citizenship Canada (IRCC) has announced that Canada exceeded its 2025 target for Francophone immigration outside Quebec, achieving 8.9% of permanent resident admissions in these communities. This marks the fourth consecutive year the government has surpassed its goals, reflecting successful collaboration with provinces, territories, and local organizations. As part of the 2026–2028 Immigration Levels Plan, Canada will continue raising its targets, aiming for 9% Francophone admissions in 2026, increasing to 10.5% by 2028. To support these objectives, starting in 2026, the government will allocate 5,000 federal selection spots specifically for French-speaking immigrants designated by provinces and territories, complementing Provincial Nominee Program allocations. These efforts include initiatives tied to Express Entry, such as the French-language proficiency category and the Francophone Mobility program, which aim to attract skilled French-speaking workers and strengthen minority Francophone communities nationwide. The government remains committed to expanding Francophone immigration to help meet labour market needs and promote linguistic diversity.
